My phone won't let me access the internet!?

I have a Verizon Wireless Pantech Jest phone. Just got it brand new. I try to go onto the internet/ send picture/ voice/ video messages but it just wont let me. I have gone to my dad who is in control of my phone restrictions and he says there are no restrictions on anything! I just don't know what to do. Any advice?
